  GOVERNMENT DEBT SERVICING AND ACCOUNTING

  Objective and functions of the division

  1. Maintenance of accounts for receipts of loans and grants and repayment of debt Capital and interest – both foreign and grants
  2. Release of imprest to foreign funded projects and ensure reimbursements under RFA.
  3. Maintenance of new imprest system (Taprobane System) for foreign funded project in order to facilitate the speedy implementation of foreign funded projects.
  4. Advice projects on accounting matters connected with Foreign Aid and its utilization.
  5. Preparation of Annual Estimates and Appropriation Accounts for Public Debt.
  6. Opening and Maintenance of Special Imprest Fund Accounts at CBSL and forwarding of withdrawal applications to CBSL for direct payments or transfer of funds from special accounts.
  7. Receiving of Foreign Aid cash grants and releasing same to approved projects.
  8. Releasing of counterpart funds (Commodity Aid) to approved projects on recommendations made by the ERD.
  9. Accounting for Foreign Aid Grants and Commodity Aid.
