Regional Workshop in CS-DRMS 2000+ for Active External Debt Monitoring,
DLC, Colombo, August 14-25, 2006
External Resources Department in collaboration with the Debt Management Section of the Commonwealth Secretariat is conducting Regional Workshop in CS-DRMS 2000+ for Active External Debt Monitoring at the Distance Learning Centre, Colombo form 14th to 25th August 2006. CS-DRMS is the computer software package introduced in 1985 and maintained right through by the Commonwealth Secretariat to capture External and Domestic Debt of the member countries for supporting prudent Debt Management. Today the software is being used by 54 countries world wide. This software is being used for reporting the country’s debt stock to the IMF and the World Bank
The workshop is being attended by 13 debt management officials of the Ministry of Finance and Central Bank of the governments of India, Maldives, Mauritius, Seychelles and Tanzania and 15 Sri Lankan officials from the MOFP and CBSL. The Commonwealth Secretariat sponsors the workshop in addition to providing resource persons.
Being the first ever CS-DRMS program conducted in Sri Lanka since first launching the software in 1985 by the Commonwealth Secretariat at ERD this event marks an important juncture in the history of CS-DRMS in Sri Lanka.
The inauguration ceremony of the workshop was held at 9.30 am on 14th of August and presided over by the DST Mr R A Jayatissa. The other invitees from the Government of Sri Lanka present during the opening ceremony were:

USA GRANT
FOR WATER SUPPLY AND SANITATION CAPACITY BUILDING IN TSUNAMI AFFECTED
AREAS
The Government of United States of America through the US Trade
and Development Agency (USTDA) has extended technical assistance
in sum of US dollars 561,000 (Approximately Rs.56.7 million) to
implement Water Supply Capacity Building Project in tsunami affected
areas.
The USTDA will provide assistance to train general public and local
water supply and wastewater treatment technicians, and will strengthen
the capacity of community-based organizations. The technical assistance
will also include the development of a water cost recovery scheme
and a strategic plan for a variety of related employment opportunities
for individuals affected by the tsunami. The target area for this
technical assistance includes the Hambantota and Matara Districts,
which represent an area in the coastal belt that was severely impacted
by the tsunami disaster.
In addition, USTDA has granted US dollars 367,000 for a feasibility
study on the Post-Tsunami Road Equipment Requirement Project in
March this year and US dollars 2.5 million for six projects in year
2005.
The U.S. Trade and Development Agency is an independent U.S. government
foreign assistance agency whose mission is to provide technical
assistance and training to developing and middle income countries
to help build modern infrastructure and enabling environment for
trade and investment. USTDA funds activities that lend support to
furthering economic and commercial cooperation between the United
States and the respective countries eligible for its assistance.
The Agreement was signed today at the Ministry of Finance and Planning.
Dr. P.B. Jayasundera, Secretary, Ministry of Finance and Planning
signed the Agreement on behalf of the Government of Sri Lanka, and
Mr. Jeffrey J. Lunstead, H.E the Ambassador of United States of
America signed on behalf of the Government of United States of America.

GENERAL PROCUREMENT NOTICE
The Government of the Democratic Socialist Republic of Sri Lanka has received Grant Aid of 8 billion Japanese Yen from the Government of Japan for the purchase of products and services necessary for the execution of the Programme for Efforts to cope with the Damages caused by the Great Earthquake off the Coast of Sumatra, the Republic of Indonesia, and by the Indian Ocean Tsunami Disaster by the Democratic Socialist Republic of Sri Lanka.
Japan International Cooperation System is acting as the procurement agent on behalf of the Government of the Democratic Socialist Republic of Sri Lanka for procuring the products and services under this grant. JICS will publish tender notices of further procurements on JICS’s website (http://www.jics.or.jp) and Department of External Resources (ERD) website (http://www.erd.gov.lk) for each case.
