  ECONOMIC INFRASTRUCTURE DIVISION

      Our Objective

    Major Policy Thrust

    Electricity : The private sector is expected to play a key role in power sector development activities. Future thermal power generation projects will be by the private sector financed on BOO/BOT basis. Unsolicited proposals for alternate sources of energy may be considered if such proposals are based on new technology and are more cost effective than other forms of energy. All large scale hydro generation facilities will remain under government control for the foreseeable future. Private sector financing will be utilized for mini hydro generation. The transmission system will remain under the management of the public sector.

    Telecommunications : Transformation of the telecommunications market structure and regulation towards a more liberalized, technologically-neutral model. There will be provisions for promoting and enforcing fair competition and ensuring complete transparency in the regulatory process.

    Posts : Sri Lanka Posts will be converted into a high quality provider of postal communications and postal services opened up to the private sector, thereby facilitating competition.

    Water Supply & Sanitation : The structure for service provision will be reformed to provide incentives for efficiency, attract private sector participation, improve accountability, and support community involvement while ensuring adequate provision for low income urban and rural consumers.

    Transport : Competition in the market will be retained subject to intervention in the public interest, if required. The structure of the public sector transport system will be reengineered to provide cost effective and efficient transport services.

    Ports & Shipping : Ports will be developed with private sector participation so as to make Sri Lanka Shipping Centre in South Asia by overcoming the increasing competition in the sub continent and the gulf region. Port of Colombo will be developed as a hub port in the region.

    Formulation and implementation of development polices and programmes to initiate and sustain the transformation of central region in to an economically and socially vibrant entity with innovative involvement of private sector and civil society
