The role of the public sector would be primarily the management of all aquatic resources and planning the sector development ensuring sustainability of aquatic resources.
The private sector will be encouraged to play a key role in fish production, processing and marketing including exports; and also in inland fish production, rearing and sale of ornamental fish.
Land
Land laws and regulations will be relaxed to ensure that the land will pass to people who reside on the land parcel, so that land could be used more productively.
Environment and Natural Resources
Protection and conservation of the environment is viewed as an integral part of the development process.
Private sector participation will be encouraged in forest plantation development, management and harvesting of state forests.
Transport of timber grown on private lands will be deregulated in a phased out manner to attract private sector investment in forestry development activities.
