FUNCTIONS
- Development of the medium term policy framework.
- Development of a macro-economic framework, strategies and analytical tools.
- Ensuring consistency in proposed reforms at macro and micro level.
- Provision of technical assistance to the Ministries in policy, programme and project development
- Determination of capital budget ceilings overall and for individual sectors and Ministries.
- Appraisal of policies, programmes and projects.
- Assisting in the identification, project formulation, negotiation and monitoring of foreign aid.
- Assisting Regions, Provinces and Local Government to translate national policy into local programmes and develop area investment plans.
- Development of planning guidelines and national parameters for planning.
- Coordination of sectoral programmes handled by several ministries.
- Participation in Steering Committees of major projects and special programmes.
- Preparation of observations and reports on policy proposals and Cabinet Memoranda.
- Liaising with international agencies to facilitate the implementation of government policy.
- Facilitating private sector participation in the development trust areas and interventions.
- Implementation of projects for training and upgrading the planning capacity of the staff of the department and at the line ministry, provincial, district and divisional levels.
- Representing the Ministry of Finance & Planning on BOO/BOT and privatization project committees; on Boards of Corporations and Statutory Bodies; and on Tender Boards and evaluation committees.
- Strengthening of the Centre for Development Information.
- Executing collaborative multi-sectoral policy development projects
