To ensure that Sri Lankans have opportunities to satisfy their
housing needs and provide a strong social safety net, reduce regional
imbalances and poverty, and accelerate resettlement, Rehabilitation
and reconstruction in the war torn areas while contributing to
faster growth.

Policy Thrust
Housing
The private sector is expected to play a major role in housing
development for high, middle and lower- middle-income groups.
Government will create a conducive environment to attract private
sector to this sector.
Where low-income families are concerned, there is a decisive moving
away from the direct provider approach to an enabling approach.
Government is to provide build able land and other basic infrastructure
and also facilitate loans under concessionary terms. The poorest
families will be assisted by way of providing small concessionary
loans and in-kind grants. In possible cases, joint ventures will
be promoted in order to avoid fully government-funded projects.
Rehabilitation
In an overall sense, the policy objective of rehabilitation is
to ensure that relief and humanitarian assistance is reached the
war affected families.
Accelerate resettlement and relocation on a voluntary basis. Integrate
resettlement and rehabilitation activities in to the development
initiatives.
Rural Economy
The living conditions of rural folk will be improved by developing
necessary infrastructure and facilities for marketing which help
to increase their products and sales.
Community Development
Projects and programmes will be implemented relating to Community
Development to ensure provision of basic human needs to the estate
worker community making them equal to other social segments of
the country by way of achieving better living standards.
Poverty Alleviation
While introducing retargeting and exit mechanism for the government’s
poverty alleviation programme, the policy for the poverty alleviation
will continue to focus on human development and ensuring minimum
level of consumption for the poor.
Social Welfare
Women’s requirements will be recognized and prioritized and policies
and laws will be formulated to safe guard their rights.
Provide full protection to disabled and destitute children through
institutional care and community-based treatment.
Afford full security to disadvantaged and vulnerable groups through
appropriate public assistance programmes.
Make them partners in economic development to the full extent
of their capabilities
